Project Description

This affordable housing development, for adults 55 years and older, comprised a 120-unit apartment complex and parking lot expansion (122 additional parking spaces) near the corner of Pine Hills Road and Silver Star Road.  Plotted over 15 acres, this development removed approximately 33,000 square feet of existing commercial buildings in the Silver Star Shopping Center to accommodate 60 one-bedroom and 60 two-bedroom apartments.  Amenities include a community clubhouse, gazebo with picnic tables and grills, resort-style swimming pool, and gardening area.  AVCON’s services included stormwater management, utility coordination, and site/civil design.

Project Highlights

  • Six drainage basins and a dry retention pond were analyzed and redeveloped to fit Orange County and St. Johns River Water Management District (SJRWMD) requirements for stormwater drainage.
    • The site was designed to reduce the rate and volume discharging to the existing off-site pond.
    • Conditions were created and modeled using ICPR to determine the rate and volume of discharge.
    • Dry pond and underground system conditions were also modeled using PONDS software to demonstrate that they are recovering the treatment volume in a sufficient amount of time.
  • Tailwater conditions, total phosphorus loading, and the stormwater conveyance system were also analyzed and addressed as part of the design.
  • Utility coordination was required with Orange County Utilities for wastewater and Orlando Utilities Commission for water.
    • The existing 15” gravity sewer was upsized to an 18” sewer main and relocated so that it no longer ran beneath the buildings.
    • AVCON completed utility calculations and evaluated the existing lift station to confirm it could hand the capacity to accommodate the new flow from the development while maintaining its current operation conditions.
  • A community garden was built between the complex and shopping area to encourage community engagement and environmental initiatives.
