Project Description
This project consisted of a public-private partnership between FDOT, Seminole County, the City of Longwood and the private developer. In addition to constructing the SunRail Station, FDOT constructed the adjacent roadways, parking lots and stormwater ponds to serve the public parking areas. The City of Longwood was responsible for constructing the water and sewer utilities for the proposed development along with the stormwater treatment ponds for the private developer. The developer’s project included multi-family apartments designed in a Transit Oriented Development (TOD) and included a new 300-car parking garage constructed over the FDOT parking lot, replacing the original spaces plus adding spaces for the private development. AVCON was responsible for civil engineering services related to the private development elements.

Prepared Grading and Drainage Plans for the site including coordination with the roof drain system and parking garage.
- Coordination with the City of Longwood was an essential element due to the location of the stormwater pond and potential routing of the piping system
- Performed hydraulic calculations for water service and fire protection needed by code for the transit-oriented development
- Prepared and submitted a permit modification for the St. Johns River Water Management District for use of the Regional Pond
- Prepared and submitted FDEP Permit Applications for water and sewer facilities
- Prepared NPDES Stormwater Pollution Prevention Plan Permit, including an Erosion Control Plan, for submittal to FDEP prior to construction activities beginning
